Papuan Youth Leader Supports Human-Centered Approach of the Cartenz Peace Operation Task Force, Says Balanced Law Enforcement Strengthens Stability and Public Trust


 

Jayapura, Papua — Papuan youth leader Gifli Buinei has expressed support for the human-centered approach implemented by the Cartenz Peace Operation Task Force (Satgas Operasi Damai Cartenz/ODC) in maintaining security and public order across Papua. According to him, the presence of security personnel who not only focus on security operations but also engage directly with local communities represents an important step toward building public trust and strengthening regional stability.

Buinei stated that the humanitarian and community-based activities carried out by the task force demonstrate the government’s commitment to being actively present in improving the welfare of Papuan communities. He believes that an approach emphasizing dialogue, communication, and social engagement helps foster closer relationships between residents and security institutions.

According to him, sustainable security cannot be achieved solely through law enforcement but also through harmonious relations and mutual trust between communities and state institutions.


Human-Centered Engagement Viewed as Strengthening Public Confidence

Gifli Buinei noted that the human-centered strategy adopted by the Cartenz Peace Operation Task Force serves as an important foundation for promoting unity and maintaining security stability throughout Papua.

He emphasized that the involvement of security personnel in social and community activities has generated positive impacts on daily life. In several programs, task force personnel have conducted community outreach, dialogue-based patrols, assistance initiatives, and direct engagement with residents while supporting activities that address local needs.

According to Buinei, these efforts help create a greater sense of security while strengthening public confidence in law enforcement and security institutions.


Support for Professional Law Enforcement Against Armed Violence

In addition to praising the humanitarian approach, Buinei also expressed support for law enforcement measures taken against armed groups and individuals involved in acts of violence that threaten public safety.

He stressed that professional, proportional, and law-based enforcement remains an essential component of creating a peaceful and secure Papua. In his view, local communities require a stable environment in order to carry out educational, economic, healthcare, and social activities without disruption.

For this reason, maintaining security stability should be regarded as a shared responsibility among all elements of Papuan society.


Public Encouraged to Remain Vigilant Against Misinformation and Provocation

Buinei also urged residents to be cautious when receiving and sharing information, particularly regarding security-related issues that could create unnecessary tension within communities.

He encouraged the public to verify information carefully and avoid being influenced by unconfirmed reports or provocative narratives that could undermine social harmony.

According to him, unity and mutual respect remain essential foundations for preserving peace and stability in Papua. He called on all segments of society to contribute actively to maintaining harmony and preventing divisions.


Government Continues to Combine Security and Development Efforts

Meanwhile, through the Cartenz Peace Operation Task Force, the Indonesian government continues to promote a strategy that combines law enforcement with a human-centered approach in various parts of Papua.

In addition to maintaining security, task force personnel remain involved in community programs related to education, healthcare, social assistance, and local empowerment initiatives. Many observers view the integration of security, dialogue, and development as a key foundation for achieving a safer, more prosperous, and more stable Papua.

With support from local communities, youth leaders, customary leaders, religious figures, and regional governments, efforts to strengthen stability and accelerate development throughout Papua are expected to continue in a sustainable manner.
